Hard to blame

When it comes to environmental issues, many people will question why they keep staring at cars. In the final analysis, what proportion of the car? The atmospheric environment pollution mainly comes from the following four aspects: First, coal, second, cars, third, public dust, and fourth, industrial emissions. However, we cannot say that atmospheric pollution is caused by many other factors, so we can leave the car aside.

In fact, the atmospheric environment in Beijing has a lot to do with cars. As we all know, Beijing's air pollution is still dominated by particulate matter, and excessive particulate matter is always a subject of environmental pollution. From 1998 to date, of the four pollutants that are required to meet the national standards, only the particulate indicators have not yet reached the standard.

In addition, because motor vehicle pollution is an important source of PM2.5, the concept of PM2.5 has become a hot topic in a short period of time. In fact, PM2.5 is not just a standard, as some people say, but it is a contaminant, that is, a fine ion. The EPA has already included PM2.5 when monitoring the PM10. In the future, we still have to pay attention to PM10 when monitoring PM2.5.

Here I would like to emphasize that PM2.5 includes direct emissions on the one hand (the above four aspects can directly discharge bacteria), but it also includes the secondary reflection of the generated bacteria. This secondary reflection of the generated bacteria is our main concern. Motor vehicles have both direct PM2.5 emissions and secondary PM2.5 emissions. Therefore, motor vehicle pollution is a topic of great concern in the field of environmental protection.

Although many experts and research have shown that the fatal harm from smoking is two to three hundred times more harmful than air pollution, people are more willing to accept that air pollution will replace smoking as the first killer. Why? Because people are increasingly cherishing life, paying attention to health, and paying attention to the environment, we would rather believe that air pollution has become an increasingly important factor affecting people's health.

As an environmental worker, the author is very willing to see this change in people's concept. So, how did PM2.5 come about? It is caused by the four aspects of coal-fired, industrial, automotive, and construction. In many developed countries in foreign countries, industrialization and urbanization have been over 100 years old; but China’s industrialization and urbanization have been concentrated in these four or five years, so the four aspects of coal combustion, industry, automobile, and construction Also all together.

Policy adjustment

I always believe that considering the development of automobiles, we must fully consider the environmental factors, that is how we can reduce the fine ion pollution and make our air quality better.

The task of the State during the "Twelfth Five-Year Plan" period is to require a reduction of one million tons, which is equivalent to a reduction of 400,000 vehicles. Everyone immediately asked a lot of questions. Under the circumstances that Beijing's motor vehicles are still growing, how can we reduce 400,000 vehicles? - That is to control the total amount, optimize the total amount, do not rise too fast.

Taking the opportunity of this forum, the author has to say three things to the outside world: In the first sentence, Beijing's motor vehicle emissions will be reduced by 10,000 tons in half a year, but it can only be more or less; in the second sentence, motor vehicle pollution is PM2. 5, an important source; the third sentence, the elimination of the replacement of old motor vehicles is an important measure to control the pollution of motor vehicles.

The method of preventing and controlling motor vehicle pollution is to continuously improve standards, enhance management, and eliminate old cars. On the one hand, by controlling the total amount, and optimizing stocks; on the other hand, through government subsidies and corporate incentives and other third-party transaction processing platforms to achieve, reduce government costs and improve work efficiency, which will help fair competition and improve service quality; Third, companies actively participate in Owners choose independently, and government economic incentives and market measures are adjusted.

Looking at the current situation, the number of highly polluting yellow-standard vehicles was significantly accelerated: 130,000 vehicles were eliminated in 5 months, and a total of 224,000 vehicles were eliminated in 2011. The average monthly phase-out volume increased by 94%. Through the implementation of these policies, the environmental quality has been better controlled, or we have reduced the emissions of motor vehicles to a certain extent; at the same time, it has also made the automobile market able to become new under what people generally consider as a “pessimistic automobile market”. Progress.

Then there is the formation of factor markets and other aspects, including the elimination of old car subsidies for low-income car owners, and it is also a good policy to benefit the people.

Through the above-mentioned measures, the pollution of motor vehicles is better prevented, and at the same time, it brings about better social benefits.

The author believes that this policy will be implemented not only in 2011 but also in 2012. The “Twelfth Five-Year Plan” must be implemented in all directions, hoping that it can become a long-term mechanism.
