The new normal must have new thinking

We must provide preferential policies for foreign capital under the framework of the rule of law. We should no longer use the previous method of specifically introducing policies for certain enterprises.

Reporter: Recently, some media reported that some foreign-funded enterprises investing in China are withdrawing from China. Guangdong Province is an export-oriented economy. How do you see this problem?

Xu Shaohua: This year's government work report has determined that the economic growth is expected to be about 7%. It takes a lot of certainty in considering the needs and possibilities. As stated in the government work report, it is in line with the goal of building a well-off society in an all-round way, and it is in line with the requirements of the expansion of economic aggregates and structural upgrading. It conforms to the law of development and is consistent with objective reality.

Economic development has entered a new normal, and our thinking in dealing with the economy has also entered a new normal. We cannot use the inherent thinking mode of the past to allow the economy to develop at a high speed, scale, and extensive growth, and we cannot use this kind of thinking. Look at the current changes.

There are uncertainties in the domestic and international economic situation, but the economic basis is that Guangdong's economic foundation is also good, and the country's economic foundation is also good, and no collapse-type changes will occur. Therefore, achieving a growth target of around 7% can be achieved through hard work.

As for the advancement and retreat of individual companies, we must use a normal attitude. The allocation of resources should allow companies to choose whether to advance or retreat, not to use more government resources and implement preferential policies in order to retain these enterprises, but to create more fair environment. If the company thinks that the current environment is not enough to make it profitable, it is normal to go.

Of course, we hope that these powerful companies that have contributed to China can stay in China and stay in Guangdong, which is also common sense. New problems must be solved with new thinking

Reporter: How can Guangdong adapt to the new normal of economic development and solve the current development difficulties? In terms of industrial development, what plans does Guangdong have?

Xu Shaohua: Guangdong experienced a very extensive processing age, relying on cheap labor to support the development of the industry. Now that industrial restructuring and upgrading are proposed, we can no longer use the low labor cost as a preferential tool for attracting investment, nor should we use the low labor cost as a sign for the development of the industry.

In the next step, Guangdong will further optimize the industrial layout, strengthen policy support, do a good job of carrier construction, promote integrated development, and prioritize the development of modern service industries, advancement and development of advanced manufacturing industries, focus on developing strategic emerging industries, and accelerating the overall transformation and upgrading of traditional industries. It is easy to understand the concern for the masses. To facilitate the masses, we must reduce the number of formalities, allow the masses to walk less, and create channels for the convenience of the masses through online services.

Xu Shaohua: Now that we have deposited our money in the bank, we can make payments at any place. It is very convenient. The government must also work hard to build an electronic system that can conduct online services and online examination and approval so as to be more adaptable to the general trend of informationization and to facilitate the people. Therefore, we are very pleased to see Premier Li Keqiang’s specific request for this in the government work report.
