The notice pointed out that after the price adjustment of refined oil products, the state will continue to transport grain farmers, fisheries (including offshore fisheries), forestry, urban public transport, and rural road passenger transport (including inter-island and rural waterway passenger transport) according to the established subsidy mechanism. According to the recent changes in oil prices in the international market, in accordance with the current formation mechanism of refined oil prices, it is decided to increase the price of refined oil. The relevant matters are hereby notified as follows:

I. Adjusting the price of domestic refined oil

(1) The supply price of refined oil production and operation enterprises for the military and Xinjiang Production and Construction Corps, national reserve gasoline and diesel (standard products, the same below) increased by 390 yuan and 370 yuan per ton respectively, and the adjusted supply prices of gasoline and diesel were respectively It is 8290 yuan and 7480 yuan per ton. Other refined oil prices are adjusted accordingly. The adjusted price of refined oil standard products is shown in Table 1. The price of non-standard products shall be determined by the refined oil production and operation enterprise in accordance with the quality ratio prescribed by the state.

(2) The maximum supply price of steam and diesel for special users such as transportation and civil aviation will increase. The adjusted maximum supply price of gasoline and diesel standard products is 8690 yuan and 7880 yuan per ton respectively. The highest supply price of non-standard products is determined by the refined oil production and operation enterprise according to the quality ratio stipulated by the state. Among them, the prices of gasoline and diesel for fisheries, forestry, and farmland are temporarily executed for military oil prices.

The maximum supply price for qualified private wholesale enterprises shall be determined by deducting 400 yuan from the highest retail price. When the retail price of the market decreases, the supply price of private wholesale enterprises should also be reduced accordingly, and the spread should be no less than 400 yuan.

The specific supply price can be determined through negotiation between the supplier and the buyer without exceeding the maximum supply price.

(3) The maximum retail price of gasoline and diesel in various regions increased. The adjusted retail price levels of gasoline and diesel in various provinces (autonomous regions, municipalities) and central cities after adjustment are shown in Table 2. The competent pricing departments of the provinces (autonomous regions and municipalities) adjust the maximum retail price of non-standard products of gasoline and diesel in accordance with the prescribed quality ratio.

Refined oil retailers can independently set specific retail prices without exceeding the maximum retail price.

(4) The maximum wholesale price of gasoline and diesel is increased in equal amounts. If the contract stipulates that the supplier shall deliver the goods to the retail enterprise, the maximum wholesale price shall be determined by deducting 300 yuan from the highest retail price; if the contract does not stipulate the delivery, the highest wholesale price shall be based on the price of the competent authority of each province (autonomous region, municipality) on the basis of 300 yuan. Then consider the factors of transportation and miscellaneous fees. When the retail price of the market decreases, the wholesale price should also be reduced accordingly, keeping the price difference between the batch and the zero not less than 300 yuan. The competent pricing departments of all provinces (autonomous regions and municipalities) shall formulate the highest wholesale price of non-standard products according to the specified quality ratio.

The refined oil wholesale enterprise can negotiate with the retail enterprise to determine the specific wholesale price without exceeding the maximum wholesale price.

(5) The maximum ex-factory price of liquefied gas is determined according to the price relationship with the supply of the No. 90 gasoline for the military and other departments to maintain a price of 0.92:1. The supply and demand sides can negotiate and determine the specific price without exceeding the maximum ex-factory price.

(6) The adjusted price will be implemented from 0:00 on August 10, 2012.

Second, do a good job in related work

(1) Reasonably arranging the price of the downstream transportation industry

1. After the price of refined oil is raised, the prices of railway passenger transport, urban public transport, and rural road passenger transport (including inter-island and rural waterway passenger transport), which are closely related to residents' lives, are not adjusted.

2. The impact of refined oil price adjustment on taxi and road passenger operation industry should be properly handled according to the oil price linkage mechanism, and the income level of taxi employees should be stabilized according to the current regulations.

3. For the price of road freight that has already implemented the market adjustment price, all localities must strictly implement the relevant provisions of the “Notice on Further Promoting the Healthy and Stable Development of the Road Transportation Industry” (Guo Ban Fa [2011] No. 63) and adopt various measures to mitigate The burden on the operators is to maintain the stability of the industry and society.

4. All localities must strictly implement relevant policies such as “green channel” of fresh agricultural products, strengthen inspection and monitoring of market prices, resolutely stop the price hikes of hitchhiking, and strive to stabilize the prices of non-staple foods such as grain, edible oil, pork and vegetables.

(2) Implement various subsidy measures and properly arrange the living of low-income groups. The adjustment of refined oil prices, for the impact of grain farmers, fisheries (including offshore fisheries), forestry, urban public transport, rural road passenger transport, taxis and other difficult groups and public welfare industries, the central government will continue to subsidize according to the established subsidy mechanism. The specific subsidy program will be issued by the Ministry of Finance.

All localities should take into account the adjustment of prices of refined oil and liquefied petroleum gas and market price changes, and continue to do basic living support for difficult groups such as urban and rural low-income groups.

(3) Giving full play to the upstream and downstream interest adjustment mechanism of oil companies to ensure the supply of refined oil products. PetroChina and Sinopec should strengthen production organization and transportation, optimize product structure, maintain reasonable inventory, and ensure the supply of refined oil products. At the same time, we must continue to play the role of the upstream and downstream interest adjustment mechanism of oil companies, balance the internal interests, mobilize the enthusiasm of refining enterprises, and ensure the stable supply of refined oil products from the mechanism.

(4) Pay attention to industry trends and maintain normal business order. All localities should strengthen the monitoring and analysis of the refined oil market and related industries such as transportation, pay close attention to relevant industry trends, timely study and resolve the contradictions and problems that arise, and maintain the normal production and operation and social order of enterprises.

(5) Strengthen the supervision of the refined oil market and organize price supervision and inspection. Oil production and operation enterprises must strictly implement the national price policy and consciously maintain the market price order. The competent pricing departments at all levels should strengthen the supervision and inspection of the refined oil market, severely crack down on the behavior of snapping up and hoarding when price adjustments are used, crack down on behaviors that confuse people and disrupt market price order, and maintain the stability of the refined oil market.
