According to relevant government departments in Shanghai, after the implementation of the new policy in Shanghai, some consumers with strong energy conservation and environmental awareness will switch to new energy vehicles, and the number of people participating in quota auctions will then decrease, which will have a series of impacts on the winning bid rate and winning bid prices.

New energy vehicles refer to all other energy vehicles except gasoline and diesel engines, including fuel cell vehicles, hybrid vehicles, hydrogen energy vehicles, and solar cars. Shanghai's free policy of licensing new energy vehicles has a limited effect on stimulating the sales of new energy vehicles. The auction of current car licenses will probably not be as influential as Shanghai's relevant government departments anticipate.

The government certainly understands the future of new energy vehicles. As a sunrise industry that represents the future trend, public finances need and have the responsibility to support and subsidize them. A few years ago, the country began to subsidize new energy vehicles. In May this year, the country decided that the new energy vehicle project will receive 1 billion to 200 million yuan of funds each year. However, according to the sales price of the new energy vehicle market, the state's subsidies do not seem to be reflected.

As a new thing, new energy vehicles have not yet been opened in the current market. The state financial subsidies are to help them stand up in the market. New products must stand firm in the market, but in two points, one is in the quality of goods, reflected in the new energy vehicles to technical clearance, easy to use; second is the sales price down.

As far as Shanghai is concerned, we believe that it may be a subsidy to “cost” the use of a series of new energy vehicles, such as charging electric vehicles, rather than exemption from license fees and other direct subsidies for the purchase of new energy. We suggest that Shanghai should stipulate by local laws and regulations or other means that electric vehicle charging equipment should be installed in buildings, residential parking garages and other places where conditions permit. In addition, we should also promote the standardization of electric vehicle batteries and try to swap batteries for electric cars. This will make it easier for city charging stations to charge up beforehand to facilitate replacement of owners who need to be charged at any time.

At present, incentive policies for new energy vehicles, in addition to free licensing, are also exempt from vehicle tax. However, if the state's financial subsidies for new energy vehicles are not directly used in the sales and research and development of new energy vehicles, the incentives of these policies are limited.
