On July 2, the Ministry of Industry and Information Technology, the Ministry of Commerce, the General Administration of Customs and the General Administration of Market Supervision jointly issued the 2017 Annual Announcement on the Average Fuel Consumption of China's Passenger Vehicle Enterprises and the Credit Calculation of New Energy Vehicles (the “Announcement”). On the same day, the Equipment Industry Center of the Ministry of Industry and Information Technology also issued a notice on the average fuel consumption of passenger vehicle enterprises and the launch of the new energy vehicle points trading platform (hereinafter referred to as the “Notice”). This means that in the next three months, before September 30, companies will conduct point trading and transfer on the trading platform through bidding, pricing and targeted transactions. The “double points” policy has entered the practical stage, and the ultimate goal of point trading and transfer is to promote further rationalization of the new energy layout, rather than just an empty slogan.

According to the announcement, after accounting, in 101 domestic passenger car manufacturers in 2017, the fuel consumption was positively scored at 12,509,100, the fuel consumption was negative, the score was 1,900,200, and the new energy vehicle's positive score was 1,668,900. 29 imported passenger car supply companies, fuel consumption positive points of 372,300 points, fuel consumption negative points of 198,800 points, new energy vehicles positive points of 106,300 points.

A total of 74 non-standard car companies

The announcement will classify 130 car companies according to whether the average fuel consumption of passenger cars in 2017 is up to standard, and carry out the points calculation according to the standards and non-compliance. Among them, there are 74 enterprises with average fuel consumption standards, and 56 enterprises that do not meet the standards. Family. BYD Auto Co., Ltd. and Beijing New Energy Automobile Co., Ltd. generated more than 200,000 points; Zhejiang Geely Automobile Co., Ltd., Shanghai Automotive Group Co., Ltd. and Zhejiang Haoqing Automobile Manufacturing Co., Ltd. exceeded 100,000 points, the most points for the five points. There are good and bad. The double-points policy was officially promulgated on September 28, 2017. It is stipulated that 2019 and 2020, the proportion of new energy vehicles will be 10% and 12% respectively. If the points are not up to standard and no negative points are paid, the car companies will face penalties for suspension of declaration of the car catalogue and suspension of production or import of some traditional car models.

In April of this year, the domestic double-point policy was officially implemented. Although the demand ratio of new energy vehicles was set from 2019, the Ministry of Industry and Information Technology has issued the “Annual Fuel Consumption for Passenger Car Enterprises in 2016 and 2017 for Fuel Consumption Points”. The volume management related work notice requires that the average fuel consumption generated by the automobile enterprise in 2016 is negative, and must be compensated to zero. Before the negative point is compensated to zero, the new product whose fuel consumption is not up to standard will not be able to be The catalogue of the Ministry of Industry and Information Technology.

For those who fail to meet the standards, the following two methods are needed to complete the points compensation task: one is to purchase new energy positive points from other car companies; the other is to use the new energy positive points for the next year to compensate. But in general, companies will choose to buy points to offset negative points.

Point transaction price into focus

The biggest focus now is the price of the point trade. According to experts from the China National Automotive Industry Center, after the investigation and study, it is estimated that the recommended price for the 2016-2017 point transaction is about 1,000 to 1,500 yuan per minute. Some industry experts believe that the price per transaction is higher than this, reaching 2000-3000 yuan per minute. The final price will have market supply and demand decisions, and it is not easy to say now.

In addition to the price issue, the “double-point” transaction as a new thing, in the process of the actual landing of the transaction, there are still related procedures and tax collection and other details need to be resolved. In accordance with the relevant provisions of the "double points" policy, until September 30, the enterprise must complete the settlement of the negative points. The industry expects that although the "double points" transaction has been announced, most companies are expected to wait and see in the next month or two, until the September deadline is expected to enter the peak period.

Take the Great Wall as an example. If the price per transaction is 1,500 yuan, Great Wall needs to pay 240 million yuan to offset the negative points for one year. For any business, this is not a small number.
