Recently, the relocation project of 300,000 tons/year of polyvinyl chloride and 240,000 tons/year of ion-exchange membrane caustic soda from Texas Shihua Chemical Co., Ltd. was approved by the Shandong Provincial Development and Reform Commission, marking the successful conclusion of the relocation of the chemical plant of Shihua Chemical.
The relocation project of 300,000 tons/year of PVC and 240,000 tons/year of ion-exchange membrane caustic soda is the first project implemented by Shihua Company in accordance with the national safety regulations and the overall urban planning of Dezhou City. The project will build 300,000 tons/year. Polyvinyl chloride plant, 240,000 tons/year ion-exchange membrane caustic soda device, supporting public works and auxiliary projects, living office area, and timely construction of 50,000 tons/year high-purity chloroacetic acid unit in conjunction with market conditions. The project actively applies today's advanced process technologies, environmental protection technologies, and safety technologies. It replaces membrane caustic soda with ion-exchange membrane caustic soda and adopts a large-scale 108M3 polymerization reactor to achieve product structure adjustment and industrial upgrading. With chlor-alkali as the leader, the main product is ion. The membrane caustic soda, polyvinyl chloride, and high-purity chloroacetic acid, supporting cogeneration facilities, mutual supply of upstream and downstream devices to form a complete circular economy system; the project's comprehensive energy consumption is lower than the energy consumption limit in the national standard, reaching domestic The advanced level of peers.
The preliminary work of the project has been finalized since October 2008. It has taken more than one year and it has experienced difficulties and twists and turns. First of all, due to the climate warming, China has assumed more and more responsibilities. The examination and approval of high-energy-consuming enterprises has become increasingly stringent. Secondly, due to the impact of the financial crisis, it has been transmitted to the real economy. This has inhibited excess capacity and redundant construction in the industry, and has led to the sustained and healthy development of the industry. With greater attention, Shandong Province, as a large chlor-alkali province, has made unprecedented rigorous approvals for chlor-alkali projects that belong to high-energy-consuming industries. Various pre-evaluations, such as safety and evaluation, and environmental impact assessment, have become very important regulators in promoting industrial restructuring and economic development. The chlor-alkali projects need to be approved by the Provincial Development and Reform Commission, the Provincial Economic and Information Commission, the Provincial Environmental Protection Agency, and the provincial government. Safety Supervision Bureau, Provincial Department of Land and Resources, Provincial Department of Housing and Urban-Rural Development, Provincial Department of Finance, Provincial Banking Regulatory Bureau, Provincial Bureau of Statistics, Provincial Supervision Department, People's Bank Jinan Branch and other 11 department federations to report on Shandong Province's fixed assets investment Joint meeting approval. Major leaders of Dezhou City, Decheng District, China National Chemical Corporation, and Haohua Corporation and relevant departments gave strong support to the project work of Shihua, and many leaders led the team to report to the provincial leaders and provincial departments on the necessity of the Shihua project. Urgency, coordinated project work, completed 24 safety appraisals for project safety, project environmental impact assessment, project occupational disease hazard pre-evaluation, energy conservation assessment, land acquisition, and planning conditions, and completed 11 departments' signatures within 10 days. This enabled Shihua to successfully complete the pre-project work.
At present, the relocation project of 300,000 tons/year of polyvinyl chloride and 240,000 tons/year of ion-exchange membrane caustic soda has been commissioned by China Tianchen Engineering Company to carry out the design work. The bidding for large-scale equipment has been started. If all goes well, the project will be fully launched in 2010 and will be completed and put into operation in 2011.
