The inspection, strict end-of-life supervision and other aspects began, and fully promote the elimination of yellow-label vehicles.
According to reports, in the first nine months of this year, the country has eliminated 823,600 yellow-label vehicles registered before the end of 2005, accounting for 70.73% of the elimination tasks, and has not yet reached the time schedule. Among them, Henan, Hunan, Jiangxi, Hainan and Shandong have made slow progress, and the proportion of elimination is less than 60%. In particular, the progress in Shanxi, Shaanxi, Qinghai and Guizhou is seriously lagging behind, and the proportion of completion is less than 50%.
The "Notice" requires all localities to actively carry out the centralized clean-up of operating yellow-label vehicles. It is necessary to focus on urban central areas, residential areas, hospitals and schools, and scientifically delineate yellow-marked vehicles for restricted and forbidden areas. The yellow label car of the district shall be handled in strict accordance with the law. Centralized investigation of motor vehicles that meet the mandatory scrapping standards, promptly notify the owner of the application for scrapping, and strictly investigate and punish illegal driving on the road.
The "Notice" also clarifies that if the state's mandatory retirement regulations are met, they will be scrapped according to regulations. A motor vehicle within one year (including one year) of the mandatory retirement period of a motor vehicle shall not change the nature of use, transfer ownership or transfer to the municipal administrative area where the place of registration is located. For motor vehicles that fail to apply for cancellation of registration when the national compulsory retirement standard is overdue, the traffic administrative department of the public security organ shall announce the motor vehicle registration certificate, number plate, and driving license to be invalid.
