At present, most of the express companies in China use electric tricycles to take over the responsibility of the “last mile” of express delivery. Because of its flexibility and high efficiency, it has brought convenience to people's lives, but it has created a number of road safety hazards due to phenomena such as no license, no license, speed, and red light.

In recent years, the identity of the express three rounds has also been in a grey area. If it is classified as a motor vehicle, the road traffic safety law must be registered with the traffic control department of the public security organ before it can be used on the road. However, electric tricycles currently on the market are not listed in the motor vehicle catalog published by the Ministry of Industry and Information Technology. If it is classified as a non-motor vehicle, many cities have stipulated that non-motorized vehicles such as bicycles, electric bicycles, and wheelchairs for the disabled may register for a license, and on the road, other non-motor vehicles will not be registered and will not be allowed to drive in urban roads. Drive on. Therefore, when it comes to combating the "black car" operation, the express delivery will bear the brunt of the three rounds.

With the rapid development of logistics and e-commerce has become a necessity for people's lives, solving the "last mile" task is particularly necessary. The author believes that to create a better logistics space should start from two aspects:

First of all, from the customization of the vehicle to the entry into the market, it is necessary to fully meet the work needs of the delivery person and ensure its safety. For the unified national standard vehicle procurement, the right of full autonomy of the enterprise must be respected; and the transition period for the elimination of used vehicles should be set reasonably.

Secondly, under the premise of satisfying the basic conditions and requirements for traffic safety, express delivery tricycles should be given as much traffic as possible and rely on convenience, and give them a legitimate name. And design special traffic regulations to manage them to achieve a reasonable allocation of road resources, and seek advantages and avoid disadvantages.
